The President of Georgia vetoed the amendments to the "Election Code" adopted by the Parliament, which changes the procedure and quorum for the election of the CEC chairman and members. With motivated remarks, the President of Georgia proposes to the Parliament the appointment of the Chairman of CEC and the so-called A three-fifths majority shall be determined for the election of professional members (as it was determined in the case of the election of the Public Defender), and if the candidate fails to receive the votes of a majority of 3/5, the candidate with a majority of 1/2 shall be elected for a term of 6 months. It is important that the President of Georgia announces a competition for the selection of the CEC chairman and members and creates a selection commission, and then submits the selected candidates to the Parliament.
In order to ensure a high degree of trust in CEC , it is important that the deputy chairman elected from among the members of CEC appointed by the opposition parties is retained and equipped with appropriate powers.
In regards to the exercise of the authority of the CEC chairman in his absence, the President of Georgia proposes to the parliament that this authority be exercised by the non-party deputy chairman elected by the parliament, and in his absence, by the deputy appointed by the opposition quota in CEC .
