A question arises: Why did the President not immediately terminate Otar Partskhaladze's Georgian citizenship? 

Otar Partskhaladze has been exposed for espionage, and an investigation has been initiated against him. In consideration of the State's interests, President Zourabichvili does not deem it appropriate to revoke his Georgian citizenship at this stage. 

The President believes that if Otar Partskhaladze is to be punished, he should face punishment as a citizen of Georgia.
